Automatic transliteration uploadable files

Is it possible to arrange the automatic transliteration uploadable files? From Russian into English.
For example: тест.txt = test.txt

Hi, for now, there is no such option, so this needs to be customized in the code. Unfortunately I don't know any script which translates azbuka characters to latin

For example, the Russian joomla can transliterate alias names of materials automatically.
