Problem with language

Hi,
I have a bilingual site with joomla 3.7.1
I installed latest Phoca Download.
Downloaded RU language pack.

Copy files:
ru-RU.com_phocadownload.ini
ru-RU.com_phocadownload.menu.ini

to:
/language/ru-RU/
/administrator/language/ru-RU/

But in CP Phoca Download still in English:
Translation: English

What am I doing wrong?

You took a translation made for joomla v1.5

This one will work, but even this version is not up-to-date.
