Missing VAT (and consequently incorrect calculation), how can enable it?

Hello,
in orders i missing VAT, this way it seems that there is incorrect calculation.

How can i display it?

VAT and "hide tax" setup changes needs to issue a NEW ORDER to show the new setup.

With VAT = 0 it doesn't display anything in ORDER
