Payment option pay later/invoice

How can I set up a payment option where people will just receive the invoice and have to pay it manually?

Default Phoca Cart payment is what you mentioned. You just need to set order status and configure email content. If you want to send PDF invoice you need to install Phoca PDF component and Phoca PDF plugin for Phoca Cart
