no public acces to files

hi,
i use the latest version of phoca download and joomla 3

i set up some files to download with public access, but everytime i got redirected to the login page.
when i login i'm able to download the file.
i just want to download without logging in, acces rights are set to public.
what do i miss here to let public users to download the file?

- category
- and for the file

and see if both are set right: Access and Access Rights parameter
