Email a download link?

I work for a School District and am trying to create a "DropBox" like joomla site. I have users that are trying to email 30mg or greater size files. So I'm looking for a way for them to upload a file, send an email with a link to the intended person and give that person the ability to click on the link to download the file. I've used phoca download for other things and really like the product. Is there anything available from phoca that would allow me to do this?

Hi, I think, for this purpose, the phoca download needs to be customized - there are all the features you need: user upload, emailing, unique download link BUT they work other way you need, so the component needs to be directly customized for your needs
