Hi, are you able to run some test instance of Joomla! (to install Joomla! and install Phoca Download and don't set any options)? Because as default the download for public is set, like here:
https://www.phoca.cz/download
To be not able to download:
- check rights: in category edit
- check access rights in file edit, see access rights for groups in file edit
- check if you run the latest version
- check access rights for menu link to download
- check the options Access Levels - Registered Users
- check cache - not only in Phoca Download but on your Joomla! configuration too (try to clean it and disable it if it is in use - check if there is no specific cache solution)
Can you paste a screenshot of the error message include url bar (when SEF disabled)?

I have added it to feature request list, for now I cannot say if there can be some conflicts or limits. In fact new parameter must be done and new rules how to check the count of downloads needs to be set.
EDIT: but now I read it again and see: "Maybe for a future update you can set a limit for groups and unlimited for public?"
Which goal this will have, you will limit groups but not public - so in fact when you log in as some user you will be NOT able to download file but when you log off, then you will be able to do?

I have files that are downloadable for the public. The files that are downloadable for the public cannot be downloaded by the public, only when you are logged in, even when everything is set to public. File category etc etc etc.. Due to this fact; http://prntscr.com/93uhpq
If that option can be fine tuned that be great.

Aha, now I understand, yes, this is the logic of the feature.
In case, the file has limited count of download, then public users cannot download it - only registered - because of the statistics and identification - you cannot identify public downloaders, they are in fact anonymous. E.g. if three different users will download the file, it will be taken as one user downloads the file 3 time. The feature was done because of users who needed to limit download of files for registered users. So this is why anonymous were "disabled" for the download to not break the main feature.

Hi, yes, the reason was that if anonymous can change the statistics, then it does not make any sense as in such case the limitation does not say anything - nobody then knows who is anonymous and how many times the file was download by one user
