Can't uninstall nl-NL.com_phocadownload package

After uninstalling the component via extensions manager the languages wouldn't uninstall. After manually uninstalling the site and administrator language files the nl-NL.com_phocadownload package is still visible in extension manager (Package Uninstall: Missing manifest file / Error uninstalling package.). The phocadownload.xml file is still present in administrator/manifests/packages. What to do to completely erase all files and database tables?

Thanks I will do! I also see that the directories 'phocadownload' and 'phocadownloadpap' won't be deleted after uninstalling the component. What should be manually deleted (files and database entries?)

Only this folders.
