What do you think about using Transifex as a platform where various users can help with products localization?
Any developer can register at Transifex under the free plan and then join OpenTranslators resource to add, manage own projects and interact to the translators. Using such service allows users to keep all translations up to date and update strings very easy and quickly.

The list of available localizations can be displayed on Joomla site too, so it might be very useful to end users to download actual localization or to fix it manually via Transifex.
