The only page I can find is in de joomla/administrator section where I, as an administrator, can add an user/subscriber.
I want visitors to be able to subscribe themselves by presenting a special page, like "https://www.phoca.cz/newsletter" .
I can't find any documentation for this link (if it's a standard page) or how to create such a page.
What is the URL visitors can use to subscribe to a newsletter

Hi, first of all, you need the Phoca Email newsletter module so users can subscribe on your page, see:
https://www.phoca.cz/
at the right bottom of the page, there is a button to the subscribe page (it can be directly in the module or it can be a link to subscribe page)

Create a menu link to the component (such will be then used for the subscription form if set for the module)
