Joomla 3.9.2 - Download is not working anymore

After the Joomla update to 3.9.2 the download does not work anymore. Website is running PHP 7.1.
The download button on the last page is missing.

We use Phoca Download 3.1.7 and PHP 7.1.
The download worked very well with earlier joomla versions.

Are you using template override (template output overrides the component output)?

yes, for some css customizations, I use templates override.
but for phoca components or modules there are no overrides.
before i updated to joomla 3.9.2, you could download the files.
in the meantime, no css changes have been added.

If you use LiteSpeed ​​Cache, you have to exclude the Phoca download component in
the LiteSpeed ​​Cache Options under "Exclude Components" or "Exclude Menus".

If you do not do this, the download button on the last page of the download process
will not be displayed. It is thus a pure cache problem.

Do that as described, everything works perfectly again with Phoca Download 3.7.1, Joomla 3.9.2 and PHP 7.1.
