Download button not active

Hi,
I'm using Joomla 3.9.5 (no cache) and the latest version of Phoca (clicking update produces no extension available). I have a download problem that I can go in as a test user on a pc and with that user's privileges (E4) and download from the available files. Category is set to E4 and access rights to registered users. To download a file I use the link to tick the terms and conditions box for the download button to become active. All good. That doesn't happen for one user even when he logs in using my test user.
Secondly, I cannot download when using an _ _. I just go back to the terms and conditions page when i click download. Is that an ios problem?

Hi, generally ios has problems with download files from websites, try to search this forum, there are similar posts.

What exactly is the problem on PC, do you get some error when downloading the file?

- is menu link access rights OK
- is category access rights OK
- is file access and access rights OK
- if File View enabled in Options?

Hi Jan,
Thanks for the reply. If I bypass the need to accept the download licence, both pc and _ _ can see worksheet. _ _ user still can't download but could print. Once I force licence, it does not work.
