Conflict between Coupon and Shipping

Hello,

I have a rule set up for "Free shipping for orders 80€ and above".
This works fine, and when the order is big the "Free" option appears.

However, the Coupon field is at the end of the ordering process.
So when the order is at total of e.g. 90€, and a discount coupon applied (e.g. 20%), the total sum will drop below the free shipment threshold. This causes an error on checkout and system asks to select an appropriate shipping method, yet still only the "free" option is visible.

I believe this problem could be easily solved by placing the Coupon at the top of the ordering process, before calculating any extra shipment or payment rules. Any advice on how to do that please?
