Ask a question, but can submit with giving errors

Trying to fine tuning ASK a question option for mysite, when I got the window, click on submit button without typing any info, it still got the successful submission message "success
Thank you for leaving your information and asking your question. We will contact you as soon as possible"

Can we change it to if info is not completed, it will notify sender that EMail cannot be sent?

Also, how can I make Capcha key working? Clearly type some random number in reCAPTCHA Site Key
and reCAPTCHA Private Key is not working.
