PhocaDownload Missing and BIGINT Error

The component PhocaDownload is missing from the Joomla backend and when I try and reinstall version 3.2.0 on Jooma 3.9.19 I get this error:

Hi, unfortunately, this is much more a question on Joomla.org forum because Phoca Download does not install itself but it is installed by Joomla! extension manager. Try to enable debug mode, maybe you will get more detailed information about the error - for now, it seems, there is some problem with building a menu in Joomla! ('#__menu') ...

If you have no data in Phoca Download, you can try to completely remove and clean it and then reinstall, see:
