feature request - define date and time on discount, coupon

Hello,
ad a option to define date and time on discount and coupon rules.
Currently only date's are options so every sale is until the end of the day..
so, with time added.. vendor can define the exact date and time for discounts and coupons.

Hi, the question is if this is really needed, because computing the time is much more performance expensive and it can have problems on servers with wrong time settings
