Unique Download Link asks for login

I try to use the option with the security token for unique download links. Anytime I try to access via this generated unique download link, the login window of the site occurs and ask for a login. A time ago, it has worked and the linked file was downloadable without login, as described. Now it doesn't work anymore.
I don't know what has changed or what I can have a look for.

Hi, are you sure, the login comes from Phoca Download and not other part of the system?

I'm not sure, but I'm not able to figure it out. I don't know, where I can search for. In the past, it worked with this links, but now it does not work anymore, and I don't see, what has changed.

Now, I changed the download menu to "public", but the category to which the files belong to "registered". (I had it the other way round before). The link works now, and the other files are not visible, as expected. I think it's not exactly the way I have done it before, but it seems to work at this way
