I want to put some galleries in a page. I have 3 main categories eg 2020, 2021 and 2022. In each of those categories there are different galleries. I would now like a menu button with a list of the main categories. If one then clicks on eg 2022 then I should have the galleries under that category. Is that possible?

yes, this is possible. Create a menu item to Phoca Gallery Component (List of categories)

Yes, I do that but then I get all the categories and I don't want that. I don't see any possibility to indicate certain categories that should be displayed in that place.
Also, what I'm having trouble with is when I create an album that the photos are outside of the folder I specified and not in it.

Backend --> Components --> Phoca Gallery --> Control Panel --> Options --> Categories View -->
Display Subcategories=No
Display Empty Categories=Yes
Save & Close

If you use Joomla! v4.x & Phoca Gallery 4.5.0 also set:
Backend --> Components --> Phoca Gallery --> Control Panel --> Options -->Category View -->
Display Categories in Category View=Yes
Save & Close

Also, what I'm having trouble with is when I create an album that the photos are outside of the folder I specified and not in it.

I am not sure if I have understood correctly. Please post a screenshot or the URL.

Attached are 2 screenshots. 1 starts upload 2 after upload.
You will see the photos are outside the folder "Femma 65 jaar" and not in it.
Currently Imgur is temporarily over capacity. I'll send the screenshots as soon as I can.
