Hello!
Why on Cash on Delivery no emails are sent when i switch from PENDING to CONFIRMED?
With a Paypal payment, the CONFIRMED status send correctly the email (CONFIRMED status is directly triggered by payment result).

How do you switch status? Do you check Notify Customer option?

I switch manually by EDIT STATUS.
No, I haven't checked the Notify Customer option...
Why paying with Paypal is checked by default?
Do I need to change something in the Order Status?

I understood what the problem is: changing status from EDIT STATUS unfortunately not being in AJAX it does not load/update the settings of the new selected status, but keeps those of the state initially loaded with the page, so PC also uses these settings for the new selected status (ignoring the ones set by default that it should use)
In fact, PC puts warnings clearly visible!
My lack.

If i modify the order status from the ORDER NR. it works fine.
This is an important thing: if the operator makes a mistake or forgets something, the administration would never have correct notifications by email of the orders arrived, confirmed, etc.
So I will hide the EDIT STATUS link with CSS on the administrator side because the emails must arrive correctly in all conditions.
