Show only own files / files not for the public

Hi, I would like to setup following:

User can upload images & PDFs (2 categories)
User sees and can download only own files - not files from other users.
Administrator can see and download files from all users.

The reason: I am having a community, where the license needs to be renewed every 2 years.
User needs to upload a proof of that. Documents are not determined for the public.
Only the community manager shall be able to see them (and should get notified, if new file(s) are uploaded).

I dont want to assign user rights to each user manually, as I am looking for a solution, which is automated as much as possible.
The users I am talking about are in a specific user group, which I already have setup in Joomla ACL.

Is that possible for Phoca Download?

PS:
And when I try to download Phoca Download from Joomla Extension, I get notification "This extension inserts backlinks to the developer and may impact SEO." What kind of backlink is inserted? Thanks.
