Mail doesn't sending

Hello! I have some problems with sending e-mails.
I use Phoca cart 4.0.11 and Joomla 4.4.8
I select user in settings, but e-mails on "Ask question" doesn't sending. No errors - questions added to site, but without notifications.
And there's other question. When user make a purchase, e-mail sends to client, but to owner there's no e-mails. Is it bug?

2. Order statuses > Select desired status > Email Options > Email (Others) > Add owner e-mail address
