I really don't want to have to change up the default .htaccess file and i want to keep the .html file extension on the articles... I went to pPGallery for the vt.tbare.com site (easy to install, and had it working in less than 5 minutes after it was installed), but i'm still interested in getting Phoca working (for future projects...) if we get it figured out, i'll be happy to keep helping on the test1.tbare.com site
Let me know what we need to do...

Hi, Phoca Gallery uses standard JRoute method which creates the links, so the links are created by Joomla! For now I don't know any solution as there is no other option as let creating the links by Joomla!
