Currently using Phocarestaurant 1.1.1 lite w/ Joomla 1.5 and it works flawlessly in Firefox, Chrome, Opera and Safari but of course not IE.
Internet Explorer 8 and 9 only show three menu items, everything else including PhocaGallery display correctly.
Any help would be greatly appreciated.

without any problems. And there is no reason why the items should be not displayed in IE, the items are rendered in html tags only so in fact no reason to not display in all standard and non standard browsers
Try to check your template if it does not include some errors preventing from displaying Joomla! content.
