In the configuration docs for User Rights:
User Rights
You can set rights for selected users:
Right to access selected category - only selected user can see the category
Right to delete, publish and unpublish images in frontend
Right to upload images in frontend.
Components --> Phoca Gallery --> Categories --> [New | Edit] button. Now you are in
Phoca Gallery Categories [New]. Here you can select:
Access Level - public, registered, special (public - all visitors can see the images
in selected category, registered - only registered users can see the images in selec
ted category, special - only administrators can see the images in selected category)
Access User rights - specify the user (registered user) who can see the images in se
lected category
Upload and Add User Rights - specify the user (registered user) who can upload and a
dd images into a selected category. If you set this right for an user, he will be abl
e to see an upload form in the selected category. This upload form contains image fil
e field, but image name and image description fields can be enabled too (In Parameter
s Component or Phoca Gallery's Global Configuration).
Delete and Publish User Rights - specify the user (registered user) who can delete a
nd publish or unpublish images in selected category
User Folder - select the folder on your server disc (images/phocagallery/selected-fo
lder ... selected-folder is a folder created in images/phocagellery/ folder e.g. via
FTP or Media Manager) where the uploaded images will be saved. If the User Folder is
not set, frontend user will be not able to upload images.
The available options for users to Upload and Add User Rights & Delete and Publish User Rights:. seem to have the following "selects"
"Nobody", or multi-selects for each User.
There is no option like in Access User rights for "All Registered Users"
As I understand this, it means that Every time a new user registers, the administrator must go into each category and add them individually (assuming you want to give each registered member the right to upload and manage their images.)
It aslo means that if we give those rights, each member can delete or unpublish someone else's images.
Am I missing something?

There is no option like in Access User rights for "All Registered Users"
maybe you have some old version of Phoca Gallery, try to update, there is such an option

If they have own category, then yes... rights are bounded with categories
