User Upload is disabled

hi to all.
i encountered this problem. "User Upload is disabled" im using 2.5version of joomla,
is this compatible to this version? i think it is compatible because the download button is working properly, but my main problem is, i cant upload some file through my website, even the administrator cant upload. Admin can upload manually through Phoca Download Control Pannel, but all i want is, to upload in my web, and users(not an admin) can also upload there files.
*how can i enable this, so that the users can Upload there files in web?

Hi,
did you enable "User Upload" in Phoca Download Options?
backend --> Components --> Phoca Download --> Phoca Download Control Panel --> Options --> User Upload -->
Enable User Upload=Yes
