Phoca Download plugin - convert to system plugin?

I am using Phoca Download and need the plugin to be a system plugin, not a content plugin.

The reason is, I'm using RSForm Pro and want to insert a PDF file into the 'Thank You' page created by RSForm Pro. Support at RSJoomla told me the Phoca Download plugin needs to be a system plugin, not a content plugin because the 'Thank You' page isn't a content item.

Anyone have any ideas on how I might convert the plugin from a content plugin to a system plugin?

I found I could just use the link generated by the component inside my RSForm Pro thank you page. Works fine. Still, it would be nice to have a system version of the plugin.

Hi, the problem is, system plugins have some negative features, so it is not good to have system plugin for everything
