Problem by uploading documents in different languages

Hello,
My website is multilanguage: de and en.
For the category names I use the tags {lang de}{/lang}{lang en}{/lang}.
By using the "user upload" functionality (in frontend) I can see the correct name of the category depending on the chosen language. The problem is when I want to upload the documents, for example, I use the website in german, I see the category name in german and I upload the document in german. Then I change to english, I see the category in english and I upload the document in english. I would have expected that the german document is set automatically to german and the english document automatically to english. That's not the case: by viewing the documents I can see both the "german" and "english" uploaded documents in both languages. Of course I can change the language in backend but the user who makes the uploads has no access to backend. Is there any way to make that by upload the language can be chosen?

Nobody has an idea how to solve this problem?

I think that the only way is just to create the categories separately instead of using the tags {lang de}{/lang}{lang en}{/lang}, for example, here are some of my categories as they are now defined:
-{lang de}TAUCHEN{/lang}{lang en}DIVING{/lang}
-{lang de}TAUCHEN{/lang}{lang en}DIVING{/lang} - {lang de}PROTOKOLLE{/lang}{lang en}PROTOCOLS{/lang}

If I define them like as follows:
TAUCHEN
DIVING
TAUCHEN - PROTOKOLLE
DIVING - PROTOCOLS

i could choose the category in the correct language by uploading. But that's not very nice, I mean, to see in german language, categories in english and viceversa....
Can somebody help me or confirm that there are no other way to solve this problem as stated above?

User Upload:
User Language - (All | User's Language | Site's Language) Set which language will be set while creating category or uploading image in UCP
