Thx for your explanations. I understand your point. Given that there have been a few request on the topic maybe that is a programmatic way to allow this in the future.
I would do the changes you talked about, but I think I lack the knowledge to properly do it

to me the need to display all files even if they are inside subdirectories is because many times the organizations of files is like this:
- the files could be available to some users but not to others
- the only way to set user permission is to set it to categories, then the files are set in many subcategories and user allowed to see those subcategories
- usually users have "sparse" permissions, just some subcategory/file enabled and they have to navigate each category to find the files
I think that it would be great if:
- there will be a solution to show all files and if they are too many make pagination
- apply permission to files besides of categories
