this is going slightly weird. I also tried to reproduce this issue and changed back to local time zone - and the bug is gone! I've done no other changes, and now PD works perfectly again. :)
Site database has been created when J4 was in use, so could this have been just a glitch in db?

Hi, really hard to say, the problem was mostly in PHP (the fix was in PHP in fact)
