Display Image Comments = Yes
Display Comments In No Popup Window = Yes
External Comment System = None

Hmmm, what if you test it with standard template (to be sure, the template does not overwrite the component output)?

I did try, to no avail.
Also I installed a few other templates, the same situation.

Hi, I think, I found the problem, the comment system was possible only for external comment system - jcomments - but this feature is not implemented yes in Joomla! 3 (Phoca Gallery 4) - added to feature request list.
