404- Resource not found after Upgrade

I upgraded from 1.8.2 to 1.8.6 and I have no problems with the back end. But when I click the link from the front end it gives me an error similar to the title of this topic. At first I thought to was the SEF URLs but disabling them also did not help. Sorry I cannot provide you a link as it is still a test site that has still not been made public.

try to resave the menu links
