install error v1.1.1

hi everyone,
i am trying to install phoca maps v1.1.1. i have joomla 1.5.21 installed at the moment.
i get the following errors:
JFTP::mkdir: Bad response
JFTP::write: Bad response
Unable to write entry
it does say unable to find install package, but i dont know why it says that.
It successfully uploads the zip file and unpacks it in temp directory. it creates the com_phocamaps directory but it is empty.
I have tried to unpack the directory locally and upload the files to a directory on my website and load from there and i still have no luck.
when i try to do it from directory i get this message:
JFTP::mkdir: Bad response
JInstaller::install: Failed to create directory. ".....au/public/www/components/com_phocamaps"
JFolder::delete: Path does not point to a valid folder or the folder has been deleted.

if i manually create the folder, it then has an error saying it cant be created.
i'd love some help on this, my current maps are in v2 api on a different joomla module and i need to get a new one up and running.
