Permissions+ user folders set but no frontend upload

I've installed Phocagallery 1.8.8 on Joomla! 1.5.4 running on localhost (Linux/xampp). All file permissions are set to 777 (OK while I'm testing on localhost). Backend works fine. I've created several subfolders within /images/phocagallery - each one matches a category and has been set as the user folder for that category. All the folder and file names are straightforward (all lowercase, no spaces or non-alphabetic characters). Access level is public, access user rights are all registered users. Super administrator and front-end Publisher accounts have been given upload/add/delete/publish rights. Even so, neither of these users can upload or delete from the frontend. On upload there are no error messages, even if I use (for example) rhuk_milkyway as the template - the system is clearly doing something, because there is a perceptible delay, but images (jpgs or gifs) do not upload. Delete operations produce a 'You are not authorised to carry out this operation' system message. I am mystified! Does anyone have any suggestions how to proceed?

OK - I have some progress. If I turn SEF off, everything works fine. However I would really like to be able to have SEF on ...

so maybe your site has problems with url creating... :( the joomla sef have some problems on some servers... :( (but I have no idea how to solve it or how to hack it to work, on my test sites, the SEF is working :( )
