Bug? Loosing Filetypes in config!

Hi
i found out that on a Joomla! 1.5 (latest version) and in Phoca Downloads (latest version) if you go to configuration and set allowed and / or forbidden filetypes it saves them in first line but looses the settings on the next step.
Example:
I go to settings and fill in some allowed filetypes and also add seom forbidden filetypes. Everything is nice. But If i edit something else on the settings-page, (i.e. activate flash uploader) the settings for filetypes are LOST!!
Everything gone and I can not upload anything anymore.
Same thing happens, if I change something on the allowed filetypes and do nothing (leave) empty the forbidden filetypes.
If you save now. The forbidden filetypes are cleared and nothing is forbidden anymore.
Is that supposed to be like this or is it a bug?!
