akeeba is conflicting collation tool !!

hi
i have a test site backup using akeeba backup com. when installing the backup in new pc server, all tabels is converted to latin1_swedish
i used the collation tool with local server xampp for test, and the data base dose converted to utf8, but inside tables it still remain unchanged !!.
i think the problem is in akeeba component !
any idea ?
