Problem with custom back-end access

Hi.
I'm having a problem with the configuration for accessing back-end and I hope you can help me.
I created a new group in joomla, and configured it will have access to back-end, access to create, edit (it will not have access to delete) and the component phocadownload I configured users to this group will have access to the component and create and edit.
Well, it happens that when a user logs in this new group, he can access the component, but none of the action buttons appear, or add, or edit, even the logo appears in the action bar.
I did several tests and concluded that the actions bars only appear when you log in as a super administrator. Even administrator and manager, the buttons do not appear phocadownload actions.
Does anyone know the reason? I need help. Thank you.
