error message on email test: Error: Could not instantiate m

i am running the site on a localhost for the time being... i have copied over all the file's... and run the other test for " VMIDnR " functions and it passes the test... any idea why i would get this error???
joomla 1.5.6 and virtuemart 1.1.2

here is the error i am getting..again on a local install...
Could not instantiate mail function.

Emailing doesn't work on your site, try to set SMTP settings in your Joomla! Global Configuration

Mailing is not working because is not configured in xampp or wamp and this takes a lot of time. You better test it on a demo install on a server.
