Unable to create the right permission settings

Hello!
I installed "Phoca Download" for a customer of mine and I have problems creating the right permission settings for users, categories and files.
My customer is going to start an academy for gardening. There are 4 different modules and every modules do have various courses.
Example:
-Module 1
-- Course 1
-- Course 2
-- Course 3
etc.
-Module 2
-- Course 1
-- Course 2
-- Course 3
etc.
There are learning documentations for every course. So, when a client is going to book one course (example: Module 1 - Course 1), he/she should only see and only can download the documentation for "Module 1 - Course 1". All other documents should be invisable and not downloadable for him/her. It is also possible that a customer is booking "Module 1 - Course 1" and "Module 2 - Course 3". It would be very helpfull if there is someting like a Matrix where I can check the corresponding courses of the client. My first thought was the setting (usergroup) of the client.
After hours of disappointment, I signed up to this forum. I'm not able to create the right settings/permissions. What would be the right settings for the user (usergroups), categories, files,... the get the right output!?
