User Upload doesnt work (no files in categories)

Hello!
I've a problem and I dont know how I can fix that. The version of Phoca Download which I am using is 2.1.6.
I want the possibility that registered users can upload files. So the first step I've done is to enable the user-upload. After I (as a super-admin) wasnt able to select any category I read that categories have to be marked. So I selected a view and set the "Upload Rights" and Delete Rights" to "all registered users". Now I was able to select a category but the table with the file is empty or better I only see the header of the table and no entries. So in the next step I've take a look at the user rights. For every option "denied" was selected so I start to open the rights for everybody starting with Public and Registered. But I can choose what I want for creating, editing,... of a file the tags are marked as conflicted. I dont know how this could be because which group can be the parent group of public if the super-admin has all rights as enabled?
So my problem is that I cant see any files in the user-upload at the fronted and I dont know how to handle the right management for users and categories to solve that problem.
What I want is that registered users can upload files in every category, doesnt matter if the category has a plublic or registered access level.
Can someone help me out with this problem?
