How to add members in controlcenter / members?

In the J2.5-Phocadownload-controlcenter-section "members" there aren't any entries.
I tried to fill this section - but no success! How can I add members to this member-section?

Hi, in Phoca Download, there is no such feature, all members/users are managed in Joomla!, in User view in Phoca Download you can see only members who have download some file to phoca download.
