Download of PDF files do not complete

I just started maintaining a joombla website with phocadownload to download pdf files. The last couple of days i have been receiving complains that files can not be open after downloaded. I noticed that after the download is complete, the file's size is only 1K. I am trying to determine if this could be a problem with phocadownload, Please try it:
ccpdt.org/index.php?option=com_phocadownload&view=category&id=25&Itemid=141
download any of the files.
