Uploading files from admin problem

I have a new install of Joomla 2.5.14 and have installed Phoca Download 2.1.9

I get this error for files over a certain size...

JFile: :read: Unable to open file:
Warning: Failed to move file!
Unable to upload file

php.ini has been loaded to the server and set to 50mb
component options have been set to Upload File [ Max Size: 47.68 MB]
FTP layer has been enabled

Still no joy. What else do I need to check?

FIXED!

Turns out that php.ini needs to be uploaded to the Administrator directory in Joomla,
