Phoca component not found

I'm working on Joomla 3.3 via WAMP and localhost.

I started building my website on my laptop and everything was going well until I tried to upload some .exe files. After some research it was recommended that I use Phoca Download. I have tried to install this so many times after looking through a lot of 'fixes' on your boards but still couldn't get it to work.

I then did the same procedure on my PC: Joomla 3.3, WAMP etc. and I was able to install Phoca Download successfully. Next I Imported the Database from my laptop to my PC everything was working fine until I again tried to install Phoca Downlaod...only to get the same error message...Component Not found

I'm new to Joomla and Phoca but this leads me to think that there may be a setting in a Database that I need to change.
Do you know of any fixes for this or what I have to do next.
