How to activate user3 in all templates

All the templates have an space in user3 to put a kind of horizontal menu, how can i do it, please. I know the exact place but how can i do it. Now i include a picture if you can´t understand me.

Hi, if you will install the default data in Joomla! (e.g. on your localhost) you will se the settings of top menu

you need to set the top menu:

extensions - module manager - top menu module e.g.:
menu style: legacy flat list
menu class suffix: -nav (this is default for the topmenu in Joomla!)

When I try to set menustyle as legacy flat list and menu class suffix to -nav I get this view
