User Uplaod Permissions

Hi,
I am trying to set the default for images (or in this case it looks like categories) to 'Registered' rather than Public.
I have read the documentation and it looks like it will require a hack. I might be able to figure it out myself if I was pointed to the file I needed to look at.
There is a chance, a slim one, that I might half know what I am doing enough to submit a patch. This would require making some sort of option on the admin panel.
Could you help me out by directing me to the files I need to study. I have tried to look but can only find $row->access in one file, and it does not appear to be upload related.

1. Vote for community builder integration.
2. Say what a great program this is and how grateful I am that you are developing it.
3. Suggest a possible vision for user editing.
- A user can create albums but is only ever allowed to upload/delete photos from his own albums.
- A default user group can be set for "administrator" functions on the fronted eg. admin can delete and upload anything.
- Backed has control over what user groups are allowed to do do, eg. posting publicly.
- Jcomment integration... let them do the work on the commenting system.
You have already implemented so much and done a very good job at making an advanced program while keeping it simple and clean. Not something every programmer can do.
