no authorisation for upload item

I am using the latest Phoca Download version for Joomla 3.
I followed all the introductions but i still have a problem without solution.
I activated the user upload and aswell i created a category with special rights but whenever i try to go the menu item for user upload there is the message "no authorisation for that action". Is there a general bug with the component or what i can i do to solve the problem?
