I have uploaded files into the media manager in the folder that was created when the component and plug ins were installed.

But when I go to upload files - there is nothing there and no way to upload anything.

Documentation is sparse and unclear.

I want a simple download for a pdf.

How can I do this?

I have uploaded files into the media manager in the folder that was created when the component and plug ins were installed.

That's the wrong way. Load up your files with a FTP-Client like e.g. FileZilla is, to:
/phocadownload/
and if you want to preview your files also to:
/phocadownloadpap/
folder.

• phocadownload - folder to store files to download
  phocadownload/userupload - folder to store files uploaded by users
  phocadownloadpap (since version 2.1.2) - folder to store files for preview and play
  images/phocadownload - folder to store images and icons used in Phoca Download.
