Upload not English filenames

Hello.
How i can in control panel to upload files with names in the Cyrillic alphabet?
Or permit only the files with the English names?

Hi, mostly it depends on server if there will be problems with diacritics or not. For now, in Phoca Download, using latin characters in filenames is recommended
