I have a phoca download configuration withoiut download restrictions. When someone wants to download something nothing happens. I assume there's a conflict but can't find out where.

Hi, I see, but don't get any error there. Try to enable debug mode on your site, try to see errorLog on your server. And try to disable cache option if enable in Joomla!
