How do you translate the preview button that appears when you use the button in an article and choose file preview (link), in which language file.

Try following: This could be changed via language override:

Extensions > Languages > Overrides > New > on the right side:
"Search" for Value (Text) example: Preview or
"Search" for constant example:
COM_PHOCADOWNLOAD_PREVIEW_FILE_LINK or:
COM_PHOCADOWNLOAD_PREVIEW
etc.

on the left side: change text accordingly & save.
